This bill requires the Secretary of State to prepare special absentee ballots for general primary runoffs and general election runoffs for those entitled to vote under the Uniformed and Overseas Citizens Absentee Voting Act.  The elector would be allowed to indicate his or her order of preference for each candidate.  This would allow the elector to only vote once, thus shortening the election season.

Public Safety and Courts
This legislation sets forth the framework for the state-wide business court passed as a constitutional amendment by referendum in the 2018 election.  The bill provides that the court will be located in Macon-Bibb County and will commence operation January 1, 2020 and will begin accepting cases August 1, 2020.  The court may accept cases in controversy of at least $250,000 and the filing fee for cases shall be $1,000 to be remitted to the state general fund.

This bill would authorize the creation of two authorities with powers to provide financing for local government infrastructure and equipment: one administered by the Georgia Municipal Association and one administered by ACCG. These authorities could bundle purchases and financing for multiple local governments in one bond transaction.
